There are things that can offset the downsides to fecund, too. Some were mentioned above: keep the fecund trait to nicely traited courtiers, change partition type, etc. In certain cultures and/or religions, you can shuffle excess children into the priesthood. I actually reformed a culture once just to add that as an option; partition is messy.
